Chester County board approves minority-business utilization plan, confirms personnel actions

The Chester County Board of School Trustees voted unanimously to adopt a Minority Business Enterprise (MBE) utilization plan and to approve certified personnel recommendations discussed in executive session.

The board approved the MBE plan after Finance Director Cherry Smith presented the proposed plan and explained that the district is required to develop the plan under the South Carolina consolidated procurement code. Smith told trustees the proposed plan outlines a district goal to strive toward 10% of controllable procurements with state-certified minority businesses and noted the plan will be reported to the board semiannually.

In executive-session action, trustees approved the certified personnel recommendations brought back to open session. The motion to approve those personnel recommendations was made in open session by a board member who had moved for executive session and carried by unanimous voice vote. The board also approved the consent agenda, which included previous meeting minutes and an overnight field-trip request.

Chair called for the votes by voice. The motions for the MBE plan and for the personnel recommendations passed without recorded roll-call tallies in the transcript; the board chair declared both motions carried unanimously.

The MBE plan references the district’s obligations under the South Carolina consolidated procurement code (citation included in the board packet). Finance staff said the plan defines controllable and noncontrollable expenditures and sets a 10% aspirational spending goal for certified minority businesses in controllable procurements.

The meeting concluded after the votes and the chair adjourned the session.
