SPSA reports leachate evaporator milestone, flyover progress and Cell 7 mobilization

SPSA staff reported that a leachate evaporator test run concluded and that facility start-up and training are scheduled before a planned Oct. 25 demonstration to HRSD to seek a $4 million reimbursement; the board also heard progress on a regional flyover project, Cell 7 construction and monthly tonnage figures.
At its Sept. 24 meeting, the Southeastern Public Service Authority heard operational updates from Executive Director Dennis Bagley covering a leachate evaporator startup, progress on a regional flyover project, Cell 7 construction and recent tonnage trends.
Bagley said a test run of the leachate evaporator using water and leachate took place between the 16th and 29th of the month, with contractor handover and startup scheduled for the 30th and training to begin immediately afterward. "On 10/25, they will demonstrate completion to HRSD, so that we can bill them for the $4,000,000 reimbursement," Bagley said, noting SPSA would enforce any liquidated damages after that date if necessary.
On infrastructure, Bagley reported the flyover project is progressing: all three piers are complete, one abutment is in place, and MSC walls are being installed on eastbound and westbound lanes. He said contractors are coordinating with the City of Suffolk on planned road closures and detours targeted for early November and that Waze and Google Maps will be notified about the detours.
Bagley also provided a construction update on Cell 7: the contract has been executed, contractor equipment mobilization began Sept. 15, and Arbor Pro will perform limited logging; environmental safety coordination meetings were held and excavation is expected to start in about 10–15 days.
On volumes, Bagley said monthly tonnage remains above budget. He reported a budgeted monthly tonnage of roughly 37,000 tons, 43,810 tons recorded last month, and 38,859 tons for the current month. He also gave commercial tonnage figures: 28,932 tons in July and 26,029 tons in August.
Rob Romano, SPSA’s IT director, demonstrated new boardroom electronics and said the Sept. 24 meeting was SPSA’s first live broadcast via YouTube, with plans for additional moderation and broader streaming features in coming months. "This is our first, YouTube, live meeting that's being broadcast through YouTube," Romano said.
Next steps identified by staff include completing leachate evaporator training and the HRSD demonstration on Oct. 25, executing Cell 7 excavation and work plan, and continuing coordination with member localities and VDOT on flyover-related road closures and communications to mapping services.
