The Park County Board of County Commissioners opened its meeting at 9:30 a.m. and approved the consent agenda, which included minutes, payroll and most contract approvals, with one senior‑center contract held pending return. Commissioners then considered several land‑use items.
Planning staff recommended approval of a floodplain development permit for Grizzly Peak LLC to remove a failing gabion diversion dam on a tributary of **** Creek, install a new head gate and fish barrier, re‑slope and stabilize an eroded bank and replace an aerial irrigation span with an underground siphon. Staff told commissioners the permit would be limited to the work described, require adherence to the 2015 Park County Development Standards and Regulations and expire one year after issuance unless construction is substantially begun. No members of the public spoke at the hearing; commissioners voted to approve the permit with staff recommendations.
Later, the board considered a separate floodplain permit application from Vicki Dukes to construct a shop with living quarters and a small wastewater system in a Zone A floodplain adjacent to the South Fork. Planning staff reported that the proposed finished grade (5,591.1 feet) was above nearby base flood elevations, and staff recommended a one‑year permit term with conditions including required building and wastewater permits and site visits. The U.S. Army Corps of Engineers and Wyoming Department of Environmental Quality raised standard permitting points; Wyoming Game and Fish recommended avoiding human activity in crucial mule deer winter range from Nov. 15–April 30. After closing the public hearing, the board approved the permit with the listed conditions.
The board also approved the Kleiner Minor Subdivision (MS‑92) sketch plan, which would split an existing parcel northwest of Powell into three single‑family lots (approximately 2.7, 1.9 and 2.21 acres). Planning staff summarized agency reviews — public works, fire district, irrigation district, soil and utility responses — and recommended conditions: recorded easements, a water distribution plan approved by Shoshone Irrigation District before final plat, an approved long‑term noxious weed plan, a 12‑month expiration on the sketch plan unless final plat application is submitted, and required notes about high groundwater and well permitting on the final plat. A neighboring landowner raised fencing and boundary concerns; the applicant’s representative said parties were negotiating. The board approved the sketch plan with staff recommendations and the additional 12‑month expiration condition.
The board concluded these agenda items and moved on to other hearings and business.
