The board approved two formal actions during its Sept. 2 meeting.
Pavement repairs: Phil Schmals, public works director, presented four quote responses for localized pavement repairs and recommended Granite City Paving of St. Cloud as the low bidder. Commissioner Psamtke moved to award the pavement repair quotes to Granite City Paving for an estimated cost of $39,090; Commissioner Schmidt seconded the motion. Commissioners discussed the low bid versus larger contractors and the county’s plan to monitor on‑site work; the motion carried by voice vote.
Freight grant application: Phil Schmals introduced a late addition to the agenda: a resolution authorizing Public Works to execute documents to apply for a Minnesota Highway Freight Program grant for the Cassaw 34/Highway 12 intersection improvement. The application amount was described as about $2,300,000 with a project timeline driven by grant funding; the application deadline was the next day. Commissioner Schmidt moved to approve the resolution and Commissioner Van Ort seconded. On roll call the commissioners recorded their votes in favor: Commissioner Schmidt (yes), Commissioner Somnke (yes), Commissioner Van Ort (yes), Commissioner Oberg (yes) and Commissioner Johnson (yes). The chair announced the motion carries.
Both actions were ordinary course: the pavement award authorizes contractors to begin small repairs; the freight application authorizes staff to submit a grant request but does not bind the county to construction without later approval and funding.
