House approves multiple bills on final reading; specific no votes recorded on HB1146
Summary

The House of Representatives approved multiple house bills on final reading on April 23, 2025, agreeing to Senate amendments and moving several items forward for final disposition.
Representative Todd moved to agree to Senate amendments for House Bill 110 HD1, House Bill 412 HD1 and House Bill 1146 HD1; Representative Morikawa seconded and members carried the motion by voice vote (SEG 187-199). The House then suspended its rules to consider listed bills on the consent calendar and moved the measures to final reading (SEG 200-214).
Representative Yamamoto spoke in support with a reservation, urging clarity in language that defines "local value-added processed food" in a 30 percent local-spending requirement; Yamamoto warned the wording could allow minimally processed products to be counted and questioned how the provision would support farmers' access to markets and food-sovereignty goals (SEG 216-236).
The clerk reported the roll-call outcomes for the measures. On House Bill 1146 HD1 a majority member, Representative Kong, recorded a "no" vote (SEG 247-249). The clerk also reported minority members voted aye with the following exceptions: Representatives Matsumoto, Garcia, Mora Oka, Shimizu and Perrick recorded "no" on House Bill 1146 (SEG 252-257). The clerk then announced the bills passed final reading (SEG 258-259).
Separately, the House took procedural steps to reconsider prior disagreement with Senate amendments to a separate bill. Members voted to suspend the rules to reconsider prior action and later voted to reconsider and give notice of intent to agree to the Senate amendments to House Bill 622 HD1; the measure was placed on tomorrow’s order of the day for agreement and final reading (SEG 268-291).
The House kept its journal open until midnight to receive conference committee reports and then recessed until 6:30 p.m. the following day (SEG 320-337).
