Commission previews 2025 legislative proposals and hears AG office litigation update

At the Dec. 13 meeting the commission’s executive director outlined three legislative packages the office expects to introduce in the 2025 session: modernizing campaign and financial disclosure schedules to a single recurring quarterly deadline, returning local filing responsibility from counties and cities to the state level (with redaction of personal home addresses from public view), and clarifying registration and prohibitions related to foreign-national activity and foreign contributions. The director also said lawmakers are likely to consider statutory language addressing deceptive uses of generative artificial intelligence in campaign content.

Staff argued the proposed changes aim to simplify compliance for filers and improve public access to timely disclosure information while reducing security risks associated with publicly posted home addresses.

Separately, a representative of the Attorney General’s Office briefed the commission on two litigation developments: an Eleventh Circuit disposition in the New Georgia Project matter that returned an enforcement issue to OSA for procedural reasons and a dismissal of an appeal in a Libertarian Party case, both rulings favoring the state’s procedural posture in those disputes. The AG’s office said it has prioritized expedited election litigation but continues to manage enforcement dockets.
