Committee established to meet new state law on student safety and behavioral health
Summary

The Cumberland School Committee voted Aug. 28 to establish a districtwide Student Safety and Behavioral Health Committee to comply with a change in state law that adds behavioral-health duties to statutory school-improvement teams.
Board counsel read language from the statute, noting the law requires representation from administration (to be appointed by the superintendent), at least two certified staff appointed by the local collective bargaining agent, at least two support staff appointees, and optional inclusion of a school resource officer. Counsel said the statute also urges representation across elementary, middle and high school levels.
Committee members debated whether the new committee could be combined with the existing health and wellness subcommittee, and discussed practical challenges including the number of required appointees and overlapping responsibilities. Counsel cautioned the committee that the statutory appointments differ from the composition of the existing subcommittee and that compliance requires establishing a distinct districtwide body.
Despite the discussion, the committee voted 6–0 to establish the Student Safety and Behavioral Health Committee and directed staff to develop the committee membership and operating details consistent with statutory requirements.
The decision was framed as a compliance step that will require follow-up to confirm appointees and to avoid duplicative meetings while ensuring the district meets the statutory mandates.
