Miss Coker presented the biannual division literacy plan required under the Virginia Literacy Act and highlighted substantive changes for 2025–27.
She told the board that the VDOE released templates and versions of the division plan in 2024 and that this biennial plan now expands coverage to grades 6 through 8 (the initial 2024 plan had focused on K–5). The presentation added HMH as the selected instructional material for grades 6–8 and described training and professional development dates for new staff in those grades. Miss Coker also said the division added the VDOE UVA modules for K–8 and extended VALS literacy screener use into grades 4–8.
Miss Coker stated the board must adopt the division plan before staff submits it and that the plan is due to the Virginia Department of Education by 06/30/2025; she noted the plan will be certified by Doctor Edwards. Board members asked no substantive follow-up questions during the presentation. The division packet contains the full plan and dates for implementation and monitoring.
