Jenks council pulls surplus-property item, continues PUD ordinance and approves settlement with Sparkman Land LLC

At its regular meeting the Jenks City Council removed a surplus-property resolution from the consent agenda for further review, voted to continue a planned-unit-development ordinance to a future meeting, entered executive session for confidential attorney communications, and approved a settlement agreement with Sparkman Land LLC.
Early in the consent process a member asked that "item E"—a surplus-property declaration—be pulled for more information about planned usage and school-district involvement. Council members expressed concern about potential flooding and pond issues on the property and requested additional details from the school system before deeding property. Following discussion a motion to continue (table) item E was made and the council voted in favor; recorded affirmative votes included Short, OJ, Abel, Murray and Vice Mayor Brown.
The council also discussed Ordinance 61672 (final approval of JZ-23 PUD-137). After brief procedural remarks members moved and seconded to continue that ordinance to the next meeting; the motion passed with affirmative votes recorded.
Later the council moved into executive session "to address confidential communications between the public body and our recommendation of our attorney," and the chair announced no votes were taken in executive session when the meeting reconvened.
Upon return the council took up Resolution 882, described as a resolution to approve a settlement agreement with Sparkman Land LLC. A motion to approve Resolution 882 carried unanimously among recorded members.
City staff also provided a report with scheduling and project updates: the October 7 council meeting will be canceled and rescheduled for Sept. 30; stormwater and right‑turn‑lane work on Elm Street at 121st is progressing; AT&T has completed manhole placement and is pulling fiber; the new fire station's first-floor sheetrock and taping are nearly complete and asphalt for the parking lot is anticipated this week. Staff noted a Sept. 26 workshop on the South Tulsa low-water dam and said construction estimate costs are expected in Feb. 2026. Upcoming community events include the Jenks Library 50th reception (Sept. 12) and the Chamber State of the City luncheon (Sept. 17).
The council adjourned the regular meeting at approximately 06:51 and immediately convened a meeting of the Jenks Public Works Authority, which approved its consent agenda and then adjourned.
