The City of Joshua passed two council resolutions related to competing state measures on sales-tax sourcing.
Council discussed House Bill 134, which staff described as clarifying that sales tax generally goes to the point of delivery (not point of fulfillment), with limited exemptions for certain small-business transactions. Council members said HB 134 could protect Joshua's sales-tax revenue that currently flows to fulfillment centers in other communities.
A city speaker said the city could lose roughly $1,386,000 in sales-tax revenue under alternative sourcing approaches, and that the loss would significantly affect Type A and Type B economic development funding as well as general-fund revenues. After discussion, council voted unanimously to adopt a resolution supporting HB 134 and also voted to adopt a resolution expressing opposition to House Bill 924.
The resolutions were described as advisory local positions to be provided to state legislators. The council noted there was not yet a companion Senate bill and said outcomes would depend on the legislative process.
