"My name is Abel Moreno, district manager for Waste Connections. The resident may wanna keep the bin. That's fine with us. If they want us to pick them up, leave it out on the bulk day and we will pick it up," Moreno said.
City staff described the selected proposal as "option 3," which maintains twice-weekly trash pickup and eliminates curbside recycling while retaining exclusivity for commercial roll-offs. Council discussed logistics, including billing and delivery of new carts: Moreno told the council carts would be ordered once the signed agreement is received and could arrive by mid-April, with a full transition targeted for May.
Council members raised neighborhood service concerns and asked the hauler to monitor routes with extra supervision where pickups have lagged. Moreno acknowledged localized complaints and agreed to send a supervisor to address recurring trouble spots.
A motion to approve the franchise renewal was made and seconded; the council approved the contract as presented.
