Baron, a planning staff member, told the commission that the applicants — Craig Sedo, Rita Hernandez and Francisco Delgado — seek a zoning change as a precursor to annexation. Staff reviewed five criteria required under article 1, section 1.1‑4, and commissioners discussed compatibility with adjacent uses, availability of utilities and whether the change would correct an error or reflect changed conditions. Staff noted public utilities exist adjacent to the site and that an existing house already sits on the parcel.
After opening and closing a public hearing with no speakers, a commissioner moved to approve the zoning amendment; the motion passed. Staff said the commission’s recommendation will go to the City Commission for consideration on Sept. 23.
Why it matters: Rezoning is a prerequisite for annexation and will allow residential uses under city standards if the city commission concurs.
