Madison County’s 1 Stop referral center reports thousands of early check-ins, $45,000 referral-platform grant

Adam Harrell, presenting for the 1 Stop resource referral operated by Enrich, told the Richmond City Board of Commissioners the program has recorded rapid early usage and aims to centralize referrals to local services.
"We've actually had updated numbers over 2,300 check-ins," Harrell said, and he described how the program assigns clients a unique identifier (a BUIN number) on first contact so referrals and outcomes can be tracked. Harrell said the 1 Stop has completed more than 270 self-sufficiency outcome measures (SSOMs) and logged 243 community-partner check-ins and roughly "350 man hours" donated by volunteers and agencies.
Harrell described the platform supported by a $45,000 grant from the organization identified in the record as FindHelp (transcript: 5help.org). The platform, he said, is HIPAA compliant and requires partner organizations to respond to referrals within 72 hours, allowing the 1 Stop to record whether a referral resulted in service, a barrier, or no contact. Harrell said early outputs include roughly 430 unique individuals served, nearly 1,800 meals distributed, more than 260 housing inquiries and 10 people moving from unemployment to full-time work.
City staff and commissioners praised the partnership model and asked the 1 Stop to return with a fuller data packet in December with longitudinal SSOM trends and recommendations for sustainability. Harrell said the program will provide a more formal presentation and a data packet later this year.
Why it matters: The 1 Stop’s early metrics suggest demand for a centralized referral hub in Madison County. The FindHelp platform’s 72-hour response requirement could reduce duplicated outreach and help the city and partners identify service gaps and high-performing providers.
