CSISD board adopts campus improvement plans, receives district improvement plan and celebrates 'superior' School FIRST rating

The College Station Independent School District board on Sept. 16 approved the 2025–26 campus improvement plans, received an overview of the district improvement plan, and heard a School FIRST financial report that awarded the district a "superior" rating (98 of 100).
Mister Mann presented the district improvement plan, describing how comprehensive needs assessments, problem statements, and performance objectives lead to strategies documented in the district’s Plan for Learning tool. He said campuses and the district collaborate with DEIC and that the DIP aligns with the district strategic plan created with the community in 2021–22. The plan is posted on the district website and runs about 73 pages, Mann said.
The board approved the campus improvement plans as a formal action. A trustee moved that the "College Station ISD board of trustees approve the 2025–26 campus improvement plans as presented;" the motion (mover Miss Simmons; second Miss Wilson) passed 7–0.
On finance, district staff reported the School FIRST rating framework and the district’s scores across 21 indicators. Staff said CSISD filed its financial report on time, received an unmodified auditor’s opinion, met debt-payment and cash-on-hand tests, and remained within PEIMS reconciliation thresholds. Staff noted two points lost on a long-term debt indicator tied to bond-payment ratios, but overall the district earned a score of 98 and a "superior" rating.
The board opened a public hearing on the financial report, then closed it with no substantive public comment. Trustees praised the finance team and noted the superior rating as an indicator of fiscal health.
On facilities business, the board approved commissioning, testing and balancing contracts with EMA Engineering & Consulting for the consolidated high school addition and for College Station High School additions. Both motions passed with unanimous votes; the work will verify mechanical systems and optimize efficiency for newly installed equipment.
