West Fargo directs design and awards contracts for multiple infrastructure projects

On Sept. 22 the West Fargo City Commission advanced multiple capital and reconstruction projects.
Dan Hansen presented the engineer's report for Improvement District 3009 — a reconstruction of 1st Avenue East from Cheyenne Street to 4th Avenue East — with a project estimate of about $3.86 million and an expected Department of Water Resources grant of nearly $1 million. Under the city’s capital‑improvement policy a 70/30 funding split applies; after the grant the assessable remainder was estimated at roughly $776,000. The commission directed the engineer to prepare plans and specifications and to proceed with outreach and the resolution of necessity process.
City Engineer Jerry Wallace recommended awarding the SA 27 sanitary lift station rehabilitation contracts. Staff recommended accepting the base bid to ICS for $1,446,400, mechanical work to CC Steel for $125,000 and electrical work to JDP Electric for $381,587, for a total recommended award of $1,952,987 — below the engineer’s estimate of $2,160,000. Wallace said legacy hookup funds would finance the project and explicitly noted no special assessments are planned.
The commission also approved proceeding with Meadowridge neighborhood reconstruction, directing plans and specifications and approving a task order for engineering services. The projects will require community engagement and neighborhood meetings before construction.
