Representatives of the Downtown Development Authority (DDA) told the council they would like to remove the downtown kiosk adjacent to the museum and install a three-tiered, color-changeable fountain in its place.
The DDA said it would pay for the fountain and any related installation costs and proposed relocating memorial bricks to the museum sidewalk. The DDA provided a preliminary size estimate (about 9 feet) and said no final design or color selection had been made.
Council members asked for a transparent procurement process. One council member noted a potential conflict of interest for a council member who also sits on the DDA board and suggested that person abstain from the vote when the council takes final action. The DDA representative said they would go out to bid for construction, select colors, and seek council blessing before final installation.
Council did not vote on a contract at the meeting; a motion was made and the roll call showed members supportive of proceeding with the project concept and bid process. Council asked the DDA to return with design details and a proposed contractor selection process before final approval.
