Brookings council authorizes $9.16 million contract for wastewater plant upgrades tied to USDA funding

The Brookings City Council authorized the city manager on Aug. 11 to execute a contract with HP Civil for $9,156,809 to carry out improvements to the city’s wastewater treatment plant and related collection‑system work. Council and staff framed the project as part of a broader financing package that includes a USDA Rural Development loan and grant and interim financing through the Oregon Department of Environmental Quality (DEQ).
Staff said the USDA Rural Development (USDA RD) package approved earlier included a loan and a grant and that, with a city contribution, the total presented in the staff report was about $30,213,120. Staff described the USDA RD loan terms as 40 years at 2% interest and noted USDA RD does not directly advance construction funds; the city secured interim reimbursement financing through DEQ (approved September 2022) to allow construction cash flows prior to federal reimbursement.
Jacobs Engineering was retained for preliminary engineering, design and construction management. City staff reported an RFP for the wastewater plant improvements was issued on June 17, 2025, produced two respondents, and Jacobs reviewed the bids on July 29. Based on the bid tabulation and qualifications, Jacobs and staff recommended awarding the base bid contract to HP Civil as the low bidder.
Councilors asked staff to summarize what portions of the larger USDA package would be addressed beyond the plant itself; staff described major elements including a UV replacement system at the treatment plant, collection‑system lining and sewer replacements, and a pump station to enable gravity flow from northern areas (North End, Lone Ranch and the Southwestern Oregon Community College campus). Staff emphasized the project will support future housing and infrastructure connections.
A motion to authorize the city manager to execute the contract with HP Civil in the amount of $9,156,809 was made, seconded and carried by the council.
