Brookings adopts 20‑year capital improvement plans required before updating SDCs

The Brookings City Council adopted a resolution on Aug. 11 adopting 20‑year capital improvement plans for multiple municipal systems, a prerequisite under state law for any future establishment or revision of system development charges (SDCs).
City staff read the relevant portion of Oregon Revised Statutes, ORS 223.309(1), explaining that a local government must prepare a capital improvement plan, public facilities plan or comparable plan listing improvements, estimated cost, timing and the percentage of costs eligible to be funded by improvement fees before adopting an SDC. Staff said the resolution (draft provided to council) contains updated 20‑year plans for water, wastewater, stormwater and transportation, and that adopting the plans does not bind the council to any specific SDC methodology or rates.
Councilors who missed the earlier workshop said staff provided useful materials; staff and councilors emphasized that while the plans are now adopted, any proposed SDC methodologies and fee schedules will return to the council at its Oct. 27 meeting for deliberation and action.
A motion to adopt Resolution 25‑R‑1284 (adopting capital improvement plans for the City of Brookings' water, wastewater, stormwater, transportation and park systems) was made, seconded and passed by the council.
