Goldsboro council approves application for a water system master‑plan grant

The Goldsboro City Council unanimously approved a resolution authorizing staff to apply for an Asset Inventory and Assessment (AIA) grant to fund a comprehensive water system master plan.
Public Utilities Director Bert Shermer described the proposed study as an evaluation of distribution lines, the water plant and long‑term capacity needs, modeled on prior sewer assessments. Shermer told the council the AIA would identify repair needs, condition issues and potential capital needs and that the grant application presents an opportunity to obtain an outside study without a local match.
A motion to approve the resolution authorizing submission of the Fall 2025 water system master plan AIA passed unanimously.
What’s next: Staff will submit the grant application and, if awarded, proceed with the AIA study to better define infrastructure priorities and potential funding leverage for future projects.
