Agoura Hills welcomes new Lost Hills captain; sheriff pledges stepped-up e‑bike enforcement

The Agoura Hills City Council introduced Dustin Carr as the new captain of the Lost Hills Sheriff Station and heard from Carr about enforcement steps the sheriff’s station plans to take against high‑speed e‑bikes that residents say are endangering pedestrians.

Mayor Penny Sylvester welcomed Carr to the podium before Council approved an amended agenda to allow his remarks. Carr said he was "truly humbled" to command the station and described an operational focus on addressing the reported e‑bike problem, including targeted J‑Team operations and towing or impounding violators. "Enforcement is key," Carr said, adding that the station will coordinate with its traffic sergeant and run more visible operations.

Carr described impoundment and tow fees as part of the deterrent, saying prolonged storage costs "can add up pretty quick" and may exceed the value of some bikes after about two months. He also pointed to licensing rules for higher‑speed vehicles, noting that certain bikes exceeding speed thresholds require a motorcycle license. Carr said the station would use social media to publicize seizures as a further deterrent and promised to provide quarterly updates to the council.

Mayor Sylvester and others thanked Carr for appearing out of order so the council could meet him; Carr encouraged residents to report incidents so the station can prioritize enforcement. No formal vote or policy change on e‑bike rules was taken at the meeting; Carr characterized the discussion as a commitment to stepped‑up enforcement operations and coordination with city staff.
