Goldsboro council annexes 50‑acre subdivision site, clearing way for 124 homes

The Goldsboro City Council unanimously approved an ordinance to annex roughly 50 acres along U.S. Highway 70, clearing the way for a proposed 124‑lot single‑family subdivision.

City planning staff presented the voluntary annexation petition, telling the council the property is contiguous to Goldsboro’s corporate limits and meets state standards for contiguous annexation. Planner Mister Talton said the owner is Nolan Commercial Contractors, Inc., and described anticipated municipal services: fire, police, refuse collection, and the extension of city sewer to the site. Talton also provided preliminary fiscal estimates, saying average home sale prices were projected in the mid‑$300,000s and that city tax revenue at build‑out could be roughly $40.3 million in assessed value under current assumptions.

“The petition is signed by all property owners and contains the adequate property description,” Talton told the council, noting the clerk had determined the petition sufficient and that the public hearing was properly advertised. John Thomas of Thomas Engineering, representing the petitioner, said he had nothing to add but would answer questions if needed.

Mayor Gaylor opened and closed the public hearing with no speakers and then called for a vote. After a motion and second, the council adopted the annexation ordinance as presented.

What’s next: Annexation authorizes the city to extend municipal services and incorporate the land into city zoning and taxation frameworks; the council emphasized this vote covered annexation only, not site‑plan approvals, which will come later through the planning process.
