A substantive debate centered on voluntary reimbursement when employees use personal vehicles and a proposed default voluntary rate of 14¢ per mile (the IRS charitable rate). Commissioners discussed alternatives — including 30¢ per mile or half of the IRS business mileage rate — noting concerns about wear‑and‑tear and fairness. Administrator Steve told the board that if a county vehicle was unavailable, employees automatically qualify for the full IRS mileage rate.
A motion was made to adopt the travel policy with the amendment that the alternative voluntary reimbursement be set at half of the IRS mileage rate; the motion was seconded and passed by voice vote.
The board’s change will require staff to adjust the policy text before final publication and will give administrators limited authority to approve exceptions in specific cases such as conference organizers or other operational needs.
