Town manager reports grant award, enforcement order, studies and road projects

At the June 23 meeting, the town manager (Speaker 1) briefed selectmen on several administrative and capital items that will affect Bow Town operations in coming months.
Grant and study: Speaker 1 said the town was awarded a matching grant through the Northern Borders program to fund a feasibility study on extending water to the Bow Mills mixed-use district. Staff plans to draft and issue a request for proposals to hire a consultant to assess economic impacts and development scenarios.
Code enforcement and DES order: Speaker 1 reported the code enforcement officer issued a notice of violation and a cease-and-desist order to an abutter adjacent to a town-owned conservation area on Clinton Street. Speaker 1 said the abutter previously received a conditional-use permit from the planning board in 2008 but is now in violation; the New Hampshire Department of Environmental Services has issued an order requiring corrective action. Staff will provide the board with the full DES order and supporting documentation.
System development charge study and personnel: Staff received a proposal to study system development charges for the town’s water system; the consultant’s proposal totaled $9,800 and the town intends to apply for grant funding and use a trust fund to cover the cost. Speaker 1 also announced that Judy Bivens will move to finance to serve as the town’s bookkeeper in a position created by Joyce Moore’s recent retirement.
Insurance and police fleet: Speaker 1 said the town retained its PrimeX designation through the joint loss management committee’s safety work, yielding a 2.5% premium discount on property/liability and workers’ compensation insurance. On fleet maintenance, Speaker 1 said Police Chief Miller is proposing to change cruiser graphics from the current black-and-white scheme to all-black graphics with silver lettering; staff said the change would reduce per-vehicle redecoration costs from about $1,800 to roughly $990 and may be phased in over time.
Roads and bridge projects: Speaker 1 said the Falcon Way improvement project (adding a turning lane and safety improvements) is underway. The Pedro Bridge project is scheduled to close to traffic beginning Monday, July 7, through Oct. 24, though staff said the project may finish sooner depending on schedule performance. Board members requested a clear detour graphic and weekly social-media updates; Speaker 1 said Tim Sweeney has circulated the detour drawing to interested parties and staff will produce a sharable graphic.
Speaker 1 closed the report and invited questions; board members offered brief congratulatory remarks and moved on to the next agenda items.
