BCEA urges Boone County to craft child-rearing leave policy after state law change

Mr. Reed, president of the Boone County Education Association (BCEA), used the audience-of-citizens slot to thank the board for recent salary and calendar work and to press the board to adopt local child-rearing leave policy following state-level legislative changes.
Noting that the district achieved a $50,000 base salary for rank-3 teachers and calling Boone County a "destination district," Reed said the legal landscape has changed since a previous board response about child rearing leave. "With Senator Jimmy Higdon's introduction/passage of SB 9, child-rearing leave will become the standard for educators by 2030," Reed said. He said the BCEA has worked with the Kentucky ACLU and that BCA leaders shared sample policies (Fayette County) with the board; Reed said BCA is prepared to sign an MOU as early as Oct. 9, which could allow two readings of a local policy.
Reed framed child-rearing leave as a recruitment and retention policy and urged the board to collaborate with association representatives to draft a policy that could position Boone County schools as a local leader on the issue.
The board received the comment; no formal action was taken at the meeting and board members acknowledged the item would require committee and policy work.
