Boone County Board approves additional documents for purchase of former Kroger in Union for early-childhood facility

The Boone County Schools board voted unanimously to approve additional documentation tied to the district’s purchase-and-sale agreement for 8775 U.S. Highway 42 in Union, the former Kroger property that the district plans to convert into an early-childhood and preschool facility.
Superintendent Dr. Hauswald described the transaction as the final agreement necessary to move forward with the purchase. District facilities staff explained the District Facilities Plan (DFP) currently lists the site as a 300-student facility because that is what appears in the active DFP; the district will amend the DFP in the next planning cycle to reflect a planned capacity of about 520 students. "The number 300 is a beginning number because that on the current district facilities plan, it was listed as 300 students... Once the next DFP ... is approved, then we'll go back and amend that and max it out to which is about 520 students," a district facilities staff member said.
Staff also said there is a two-year construction timeline and that the facility is expected to be operational for the 2027–28 school year. Superintendent and board members cautioned the community that some interior work and limited use of parts of the building could occur before the full operational date, but major construction and full program start are on the two-year timeline.
Board members publicly thanked the City of Union and Kroger for cooperation during negotiations. Chairman Parks said the project represents a local investment in early childhood, and he praised district staff for their work on the negotiations and the contract. "Boone County supports early childhood education," Parks said, noting the district and local partners are investing in the effort.
What’s next: the district will proceed with the purchase documentation approved at the meeting, continue DFP revision work, and begin project planning for the two-year construction timeline.
