Boone County board adopts emergency communication policy and approves routine finance and personnel items

At its meeting, the Boone County Board of Education approved several recommended actions, citing timing needs driven by recent state legislative changes.

Dr. Haswalt recommended adoption of an emergency policy, numbered 8.2323, which staff said adds a small number of district communication platforms into the district’s definition of ‘traceable communication’ to comply with state guidance tied to recent legislation. A district staff member explained the emergency process: ordinarily policy changes require two readings and public comment, but exigent circumstances allow a single, emergency reading. "All that this policy does is add in... a handful of new platforms that the district already has implemented," the staff member said, adding it is "not a substantive process change" but creates more board-approved avenues for traceable classroom communications. The motion to adopt (moved by Young, seconded by Byrd) passed by voice vote, 5–0.

The board also approved a reimbursement resolution and accepted the treasurer’s report (adjusted July beginning cash $47,500,268; net cash increase ~$850,046; ending balance ~$48,350,314). The reimbursement resolution was approved by voice vote, 5–0.

In personnel business, the board approved a new job description for an assistant director of operational technology (to create parity with the assistant director of educational technology) following a recommendation tied to an upcoming retirement; the motion passed 5–0.

Board members described the emergency policy usage as rare and limited to situations where statute or timing requires a single reading; no substantive process changes to classroom communications were reported by staff.
