Bonner County Approves Lippert Excavation Snow‑Removal Contract for Juvenile Detention Center

Bonner County’s facilities department presented and the board approved a winter snow removal and deicing contract with Lippert Excavation & Pipeline to service the Bonner County Juvenile Detention Center for the 2025–2026 season.
Director of Public Works Teddy Loveton said the contract terms are similar to the prior year, with minimal price increases — equipment rentals such as pickup/plow, grader and skid steer increased about $10 per hour, while the price per pound of granular deicer remained unchanged. Loveton said auditing, risk and legal review had been completed and that alternate vendors were contacted but could not guarantee the same level of service.
Commissioners asked whether the contract’s liability provisions disclaimed contractor responsibility for damage to parking stops, striping or asphalt; staff said that language reflected standard practice in county contracts and that there had been no history of damage. A motion to approve the contract and authorize administrative signature passed on roll call.
The contract will be paid from the department budget line for snow removal; staff noted the county reserves the right to revisit terms if circumstances change.
