The Troy Zoning Board of Appeals voted to approve an area variance for 2412 15th Street (PLZBA 20240014) that will permit on-site parking and relief from the 25-foot setback required in the residential zone. The board first found that a Short Environmental Assessment Form was on file and adopted a negative declaration, clearing the way to consider the variance.
Andrew Donovan, the applicant’s engineer, told the board the project began in March 2024 and that owners want to return the building to commercial use. “We started this process in March 2024,” Donovan said, explaining that site constraints and the 25-foot setback limit what the team can build. He said the current plan provides four parking spaces and a sidewalk and that “the 4 is the best we can do.”
Board members questioned whether the applicant had provided the required environmental paperwork; staff confirmed the SEAF was on file. After hearing public and staff comments, a board member moved and the panel voted to approve the variance based on findings that the change would not create an undesirable alteration of neighborhood character and that the applicant had demonstrated no feasible alternatives.
The board’s approval authorizes the applicant to proceed with the revised site plan as submitted; the applicant thanked the board. The decision follows a prior zoning-board approval of a use variance subject to planning commission sign-off and is recorded as PLZBA 20240014.
