Trustees approve tax-rate posting, child nutrition budget amendment and compensation adjustments
Summary
The board approved presenting a proposed 2025-26 tax rate in September (keeping I&S steady and M&O at 0.6669 under current assumptions), approved an amendment to the Child Nutrition Fund baseline budget (~$9.3M) after insourcing operations, and approved targeted compensation-plan changes including addition of two middle-school athletic trainer stipends and a new energy/environmental manager position.

At its meeting, the Bastrop ISD Board took several finance and personnel-related actions: it approved a proposed tax rate to be published and presented at the September meeting, amended the Child Nutrition Fund budget to reflect the program’s in-house baseline, and approved targeted updates to the district compensation plan.
CFO Mike White reviewed the two-step tax-rate process for fiscal 2025-26 and recommended publishing proposed rates for the September adoption process. He described tax-rate compression mechanics tied to local value growth and a projected homestead-exemption scenario; the board voted to present the proposed rates at the September meeting. White said the district intends to hold the interest & sinking (I&S) rate at its current level using fund balance and keep the maintenance & operations (M&O) rate at 0.6669 for the proposed presentation.
White and Child Nutrition leadership (Rachel Talapour referenced) presented an amendment to the 2025-26 Child Nutrition Fund, noting that after bringing operations in-house the department has established a baseline budget (approximately $9.3 million) and has increased staffing and set non-payroll estimates. Trustees approved the amendment by voice vote; White said the fund remains balanced and that a prior capital outlay of roughly $1 million had been used to upgrade kitchens.
Chief Human Resources Officer Diane Green presented four compensation-plan adjustments that require board approval: reclassifying an executive chef position, adding stipends for two new middle school athletic trainers, creating an energy & environmental manager position to oversee facilities efficiency and compliance, and correcting an omission to add "instructional coach" to a state-aligned pay scale. Trustees approved the compensation amendment.
All three items (tax-rate posting, Child Nutrition amendment, compensation amendment) passed by voice vote; no recorded roll-call tallies were provided in the transcript.
