Rockport-Fulton ISD: High school additions 66% complete; full project now set for February 2026

The Rockport-Fulton Independent School District received a Bond 2022 project update at its June 19 board meeting in which construction contractors reported progress and revised timelines for two campus projects.

A Teal Construction representative told trustees the Rockport-Fulton High School additions and renovations are about 66% complete on a billing basis and that the district has authorized $25,700,000 for the project. The contractor said paperwork recognizing delay notices pushed the overall substantial-completion date for the full project to February 2026, while an early-occupancy target for the classroom wing and adjacent fine-arts spaces is targeted for early October 2025 to allow students to occupy finished classrooms sooner.

The contractor described recent work as follows: exterior masonry nearing completion, interior drywall painting under way, interior plumbing and mechanical unit installation progressing, ceiling grid installation almost complete in all but one classroom, casework arriving for classrooms, restroom wall tile and epoxy flooring to be installed in the coming month, and exterior glazing largely finished. The contractor explained that billing percent can lag behind physical completion because subcontractor billing timing varies.

At Fulton Elementary, the board heard the project is approximately 93% billing complete with $12,000,000 authorized of a $12,870,000 project budget and an anticipated substantial-completion target of July 2025. Contractors described roof work and RTU installation as the recent cause of a brief schedule push; staff reported received punch lists and said they will perform district punch-list inspections before turnover.

Board members asked for transparency about date changes; a trustee asked staff to clarify the schedule for the public and those following the projects online. School operations staff confirmed they are tracking both the districtwide substantial-completion date (Feb. 2026) and early-occupancy milestones for portions of the high school that the district expects to open earlier. District staff also told trustees the way the project is tracking financially suggests the district may receive funds back at closeout, though they cautioned projections can change.

Why it matters: The Bond 2022 work involves core classroom, fine-arts and athletic spaces at RFHS and the Fulton Elementary renovation; schedule shifts affect when students can use new classrooms and when demolition and follow-on work will occur. Trustees requested clear public updates and said they will monitor punch-list completion and the contractor’s documentation of recognized delay notices.

The board did not take additional action on these project reports at the meeting; staff will provide ongoing updates as milestone dates are revised.
