The Rockingham County Board of Commissioners voted on Sept. 18 to transfer funds from the opioid abatement fund into the capital fund to cover half of cost overages tied to the Community Corrections/Arbor construction project.
County officials said a draft Harvey invoice and accumulated change orders were pushing total project costs close to the project’s original $8 million estimate, and change‑order overages prompted the request. Discussion referenced the ARPA committee’s earlier project approvals and the statutory categories that permit opioid settlement funds to be used for construction and services addressing mental‑health and substance‑use needs.
Commissioners discussed the arithmetic on the floor: a 50% cover of the excess was described in the meeting as approximately $1.7 million. Presenters noted that after the transfer, an estimated $2.5 million would remain in the opioid‑abatement fund, and county staff expect additional opioid settlement receipts over the coming decade that could replenish available balances. The finance director and other staff said change orders were legitimate and tied to unforeseen but reportable project needs; they also said the guaranteed maximum price (GMP) remained intact for base scope items and that overages were driven by legitimate change orders.
The board directed the finance office to execute the operating transfer, reconcile invoices and provide a follow‑up accounting of remaining balances and projected receipts. The motion carried by voice vote.
