Board rates superintendent "effective" after closed‑session evaluation; some trustees note concerns about consensus process

The Hartland Consolidated Schools Board completed its superintendent evaluation process in closed session and returned to open session to adopt a final rating. The board voted to rate Superintendent Hughes’ 2024–25 evaluation as "effective." The motion was made by Mrs. Shaw, supported by Mrs. Coleman, and passed by roll call.
The evaluation facilitator reported area‑by‑area scores across categories (policy involvement, community relations, staff relations, finance and instructional leadership), culminating in an overall score that fell in the 85–100% "effective" band. The facilitator said the overall composite equated to a 94% score on one aggregation and a total of 2.815 on the instrument's scale.
Several trustees recorded reservations about the method used to aggregate scores. Trustee Keller urged the board to seek a stronger consensus in the future, noting training materials framed the evaluation as a consensus process; Trustee Scott also said he remained uncomfortable that parts of the scoring were effectively a majority outcome rather than unanimous or near‑unanimous consensus.
Nonetheless, the formal rating motion passed. The board asked the facilitator to provide a written summary of scores, observations and suggested next steps to align superintendent goals with the newly adopted strategic plan. The administration will distribute the facilitator’s report to the superintendent, board president and the full board.
