Hamblen County reports TCAP gains and summer-school retake success, administrators say

District leaders told the board that TCAP performance improved across core subjects and subgroups, and that summer-school instruction and retakes added roughly 91 students who will not require additional remediation under prior rules.
District administrators presented state TCAP dashboard results and summer-school outcomes, saying the district saw gains across English language arts, math, science and social studies and that subgroup performance improved.
"In all four of those areas overall for the district, we showed improvement," Director Bunch said, and he singled out fourth grade performance as an area that "did just a simply, fantastic job." He also highlighted gains among students with disabilities, economically disadvantaged students and English language learners.
Administrators described how retake and summer-school efforts affected promotion decisions. Bunch said 54 students passed a retake, 27 additional students passed after summer school, and 15 showed adequate growth during summer instruction — "so we actually added about 91 kids" who would not need additional intervention under the prior rules.
Bunch explained the district applied for and received a waiver related to the catastrophic event (Helene), which gave families a pathway to fourth grade while still requiring the district to measure adequate growth during the subsequent year and provide tutoring as needed.
Board members asked clarifying questions about the retake window and how students counted toward adequate-growth measures; staff described a three-day retake window and rapid turnaround of scores that helped determine summer-school eligibility.
Next steps: administrators said they will review TCAP dashboard data in more detail at the upcoming board retreat and continue to monitor subgroup outcomes and tutoring needs.
