City manager reports major water-main break, landfill-monitoring issue and sidewalk funding award

City Manager Merriman told council that in the previous two days the city experienced a substantial water-main break just off the intersection of Monroe and Country Club. He said the break — near a transition from a 12-inch to a 6-inch main — washed out newly paved roadway and that repairs will be added to water-fund work orders and will require road repairs in the immediate area.
Merriman also reported receipt of preliminary correspondence from the Ohio EPA noting the city’s municipal landfill has reached the end of a 30-year statutory monitoring period. The notice indicates the city must assess monitoring obligations; Merriman said staff will consult the law director and bring in outside technical expertise if necessary to evaluate negotiation strategies and potential remediation or continued monitoring requirements.
On archival records, Merriman said Wright State University is closing its archives center where the city stores historic records; the city will evaluate options to retain unique records and may install containment and store some archives locally, while coordinating with Greene County library archivists and other local partners for historical material the city may not keep.
Finally Merriman said staff were notified they are in line to be awarded ODOT Transportation Alternatives Program funding for replacement of missing sidewalks on East Market Street (North Columbus to Patton Street) as part of long-range planning for infill redevelopment; award cycle is for 2028 but staff will pursue timing adjustments if possible.
Merriman said he will provide further detail at the scheduled work session and that staff are preparing next steps for repairs, regulatory review and records management.
