He also announced a soft launch of a modernized filing system beginning Monday and said the agency expects campaign disclosure, financial disclosure and lobbyist modules to be phased in by the end of the year; the executive director said filers will have the option to migrate historical data or start clean in the new system.
Commissioners asked about data transfer, opting for rollovers, and whether the new system will correct long‑standing technical problems. Staff said the rollout will start with large accounts for testing before broader enrollment.
