Superintendent James Owens presented the draft work plan tied to Roadmap '27 and asked the board whether the three top goals were the right focus for the year: (1) intensify strategic‑plan implementation with a teaching and learning focus, (2) begin long‑range facility planning and community engagement (DLR Group engagement referenced), and (3) finish licensed bargaining negotiations with the Centennial Education Association.
Dr. (Doctor) Kotsuda reviewed end‑of‑year data tied to the Roadmap goals: modest gains in elementary ELA (grade 3 ELA up from 26% to 33%) and grade 3 math growth, flat or mixed results across other grade levels, and attendance and student‑survey findings showing room to grow toward the district’s 2027 excellence targets. She noted final statewide accountability data were still pending and that the district’s data team scrubs and updates results through the summer.
Kotsuda described targeted system work: strengthening MTSS (multi‑tiered systems of support) to provide layered academic and social‑emotional supports; investing in professional learning communities (PLCs) and learning walks to build instructional practice; and launching a small pilot for the Profile of a Graduate. The pilot will focus on one academically prepared progression element with supports such as teacher planning time, professional development and quarterly data‑summit sharing. Student outcomes in pilots will include digital portfolios and student‑led conferences; the district plans to showcase pilot results at trimester data summits and to consider a future districtwide student‑learning summit.
On fidelity and implementation, Kotsuda and staff emphasized supports for pilot teachers: monthly planning and PD check‑ins, principal supports and a district implementation package to reduce teacher workload. Board members pressed on how PLC fidelity and teacher vulnerability would be supported; administrators said they will define essential PLC elements, build a rubric for integrity of implementation, and provide multiple feedback channels for staff.
What’s next: staff will circulate the detailed pilot and implementation slide deck, select pilot sites, and provide timelines for fall‑winter‑spring check‑ins; board leadership expects a deeper DLR presentation at the September work session on long‑range facility planning.
