Wagner council approves contractor payments, vows to hold retainage until pickleball punch list fixed

Project staff told the council the contractor provided a schedule and expected to complete work by the next council meeting, and members agreed to hold retained funds until a final inspection confirms completion.
The council also approved pay application No. 3 to Eagle Eye Construction for $19,488.29 for the new Lincoln Park pickleball court, but members pressed for cleanup and fence repairs before recommending release of retained funds. Project lead (speaker 7) said courts were painted and nets were due to be installed and recommended payment for the work completed; other council members described visible problems around the site. "It looks real good. I mean, it's horrible," one council member (speaker 16) said when describing the surrounding fencing and unfinished bathrooms, underscoring the council's concern that site conditions remained incomplete.
Council discussed options for replacing damaged fencing, noting the contractor's scope did not include fence work and that the council had budgeted fence replacement for a different park. Project staff said they would identify cleanup and fencing items during the final inspection and that retainage would be withheld until those items were corrected.
On the utility side, council approved pay application No. 2 from Darris Contractors LLC for $12,415.52 for work on the wastewater treatment plant headworks (WAG‑23‑02), following the same recommendation from Infrastructure Solutions Group LLC.
What happens next: council members said inspectors will perform a final site walk to verify the fence, site cleanup and restroom work before recommending release of retainage and final payments.
