Engineer: low bids enable village to verify nearly all lead or galvanized services

Spicer engineer Austin Alexander told the council that MEC Underground Solutions was the low bidder on a TMF contract and that lower-than-expected bids may allow the village to add work to physically verify nearly every potentially lead or galvanized service in Saint Charles.
Austin Alexander of Spicer updated the council on ongoing water and street projects and recommended awarding a TMF contract to MEC Underground Solutions as the low bidder. "They're well recommended," Alexander said, noting teams have worked with MEC in other Saginaw County projects.
Alexander told the council bids came in much lower than anticipated and recommended adding scope to physically dig and verify material for services the village suspects may be lead or galvanized. He said that approach could raise confidence in detecting all such services from about 98% to roughly 99.9% by visually confirming materials where records or new PVC mains do not already document the service material.
Alexander also reported that the village has received EGLE permits needed for the 2025 water system improvements and that securing those permits advances the village's RD (rural development) application process; he said the village will also advertise tree removal work for the project and continue coordination on Safe Routes to School work and other miscellaneous requests.
Council members asked for an itemized breakdown of Spicer's monthly charges; Alexander said task-level line items appear on invoices and that the original letter agreement identifies tasks such as design, drawing plans and permitting, and he offered to provide the council with a written task-by-task breakdown.
