Tomball delays renomination of Melissa Noriega and appoints Paul Garcia to HCAD vacancy

Staff explained resolution 2025-47 would renominate Melissa Noriega to a four-year term beginning Jan. 1, 2026. An unidentified council member asked whether staff had examined Noriega’s past votes; staff said they could pull minutes and that the council could defer action until more records were provided. The maker withdrew the motion and the council took no action on Noriega’s renomination.
On a separate item, resolution 2025-48 addressed an unexpired HCAD term that staff said resulted from the resignation of Cassandra Bandy effective July 31, 2025. Paul Garcia was the only person who applied for the vacancy; council moved, seconded and approved the nomination to fill that unexpired term. The meeting record shows the motion carried (recorded as 5–0).
Why it matters: HCAD board members represent local interests on property valuation and taxing matters; filling vacancies and tracking incumbents’ voting records are routine oversight functions for municipal representatives.
Council asked staff to distribute minutes and other records to help inform future appointment discussions. The deadlines cited by staff included a submission deadline of Sept. 22 for the vacancy resolution and Oct. 15 for the renomination to be delivered to the chief appraiser.
