The Pharr Planning & Zoning Commission voted to approve a conditional‑use permit allowing on‑premise sale of alcoholic beverages at the Pizza Hut located at 1001 West Business Highway 83.
Joe Garza, assistant director, told the commission the applicant has requested a conditional use permit to allow on‑site alcohol sales in a General Business District C, and that "all departments recommended for approval." Garza said 16 surrounding property owners were notified by letter on 09/05/2025 and a legal notice was published in the Advanced News Journal on 09/03/2025; staff reported no responses to the notices.
The public hearing drew no speakers from the affected area. A commissioner moved to approve the permit, the motion was seconded, and the commission voted in favor. Garza said the item is scheduled to go before the City Commission on Monday, Oct. 6, 2025, at 4 p.m.
The permit approval was taken as a recommendation to the City Commission rather than a final, binding permit issuance; any final approval or conditions will be determined at the Oct. 6 meeting.
