The Seminole Utilities Authority approved a change order request from Matthews Trenching Company not to exceed $204,855 to install water and sewer infrastructure to the edge of city property serving a planned family entertainment center.
Staff explained the orange-line route to the site and told members the work was not originally scheduled to be paid by the city because the developer had been expected to run utilities. Because the developer’s work is behind schedule, staff asked the authority to use budgeted capital improvement funds (about $1 million available in the CIP line) to perform the immediate connection. Staff said the intention is to be reimbursed later from the tax increment finance (TIF) district that was previously approved and is collecting property tax increment for infrastructure across the 300-acre area.
Members asked about whether agreements with the developer needed amendment to allow the reimbursement. Staff said an upcoming City Council agenda item will adjust the increment plan to provide access to the funds. After questions, the authority moved and approved the change order by roll call.
