Mayor Hector C. Laura was sworn in on July 1 during the Passaic City Council reorganization meeting after Municipal Clerk Weatherly Frias read the certified results of the May 13, 2025 municipal election.
The clerk announced the election winners for the city: Hector C. Laura for mayor and Jose Joe Garcia, Dr. Terrence L. Love and Daniel S. Mayer as council members at-large. After the certification, an official administered the oath and the mayor recited the oath of office.
The council then opened nominations for council president. A nomination for Councilman Scherer was made, seconded and adopted by roll-call vote. Council members recorded affirmative votes for the appointment. Council President Scherer thanked colleagues, saying, "Thank you so much for the honor just bestowed on me."
The meeting recorded the new council lineup and established leadership for the 2025–2026 municipal year. Municipal business continued with the mayor's remarks and subsequent agenda items.
The council adjourned at the end of the session after completing the reorganization agenda.
