Paul, the city planner, told the commission the house—built in 1962—is legally nonconforming to current R‑5 setback standards (existing front setback 16 feet and rear 7 feet versus required 20 feet front and 10 feet rear). Staff recommended approval of the variance for Phase 1 but advised Phase 2 be adjusted so sight‑line and safety at the nearby intersection are preserved.
