Oakdale council authorizes exterior painting and ADA door work at 285 N. 3rd; funding split includes water and sewer capital

Oakdale City Council unanimously approved a resolution authorizing the city manager to enter into agreements for exterior painting and installation of an ADA automatic front door at 285 N. 3rd Avenue.

Staff presented three painting bids and two proposals for the automatic door. Joaquin Painting was the low bidder for the exterior painting at $9,160; Banks Glass was listed as the vendor for an automatic ADA door at $13,290. Staff described the combined cost in one place as $22,004.50 and later referenced a total of $22,450 in the staff presentation; council approved the agreements as presented.

Staff said the work will be funded from the general government capital facilities fund and prorated portions of sewer and water capital replacement funds. Tim (staff presenter) said the project includes window replacement, stucco repairs and addressing dry rot and that the exterior paint will match police department color schemes for continuity. A member of the public raised concerns about using water fund dollars for non‑water projects; the commenter said the city’s water fund has been “turned into a slush fund” and expressed worry about future rate increases.

Council voted 5–0 to authorize the city manager to execute the contracts; staff said work on windows, stucco and the ADA door is expected to move the building closer to tenant occupancy later this summer.

What’s next: Staff will finalize contracts and oversee exterior repairs; the city will track funding allocations from the general capital, sewer and water funds and report project progress to council.
