Newton adopts updated International Building Codes after staff review

The Newton City Commission approved ordinances updating the city's building and related codes to the most recent model codes published by the International Code Council.
City staff summarized prior work sessions and edits, noting the International Fire Code had been adopted and amended earlier in the year and that the package before commissioners incorporated edits addressing a flood‑study reference, minor changes to fines and fees, and clarified ADA language to allow flexibility with A117 standards. Staff said the code updates were submitted to the State Fire Marshal on June 30 and that the state office provided comments on local amendments on Aug. 21; staff will continue to coordinate with the State Fire Marshal on outstanding concerns.
After brief discussion, commissioners moved, seconded and approved a series of ordinances (referred to in the meeting as 5178‑25, 5179‑25, 5180‑25 and 5181‑25) to adopt the updated model codes. The commission instructed staff to proceed with publication procedures necessary to incorporate the codes locally.
Those ordinances were adopted by voice vote with no recorded opposition. Staff noted the updates are a component of the city's 2025–26 strategic plan and will be implemented through normal publication and notice processes.
