The Moore City Council approved a slate of routine and procurement items during its Sept. 2 meeting. Key actions taken by roll call included:
- Consent docket (Items 2a'2d): motion made and seconded; passed unanimously.
- Receive June 10 Planning Commission minutes (Item 4): council voted to receive the minutes after staff explained the 4-to-5 recorded vote at the commission due to member turnover.
- Purchase of First Due records and incident-management software (Item 5): approved as a sole-source purchase from Locality Media Inc., doing business as First Due, in the amount of $34,950. Staff said the vendor provides a unique drag-and-drop command board and a Community Connect feature; historical data can be imported in PDF format.
- Declare Phoenix hydraulic toolset surplus and authorize auction (Item 6): staff said the donated toolset is obsolete and parts are unavailable; council approved the surplus declaration and auction authorization.
- Award Bid A (Item 8): materials-only award for Moore WWTP effluent sewer force-main relocation to ISCO Industries as the lowest responsive bidder at $4,652,807.70; staff explained materials are being purchased early because lead times may be 240—265 days.
- Award Bid B (Item 9): materials-only award for valves for the Moore WWTP force-main relocation to Milford at $806,041.60 as the lowest responsive bidder.
- Budget supplements (Items 10 and 11): council approved carryovers of open purchase orders from FY2025 into FY2026 and a FY24'25 to FY25 budget supplement allocating additional revenues (donations, sales tax, interest) across several funds.
Council recessed to conduct the Moore Public Works Authority and Moore Risk Management meetings, took consent dockets in those bodies, and reconvened the city council. The council adjourned after completing the agenda.
