The Herington City Commission authorized the mayor to sign all current, pending and future documents related to the wastewater treatment facility loan application after staff summarized the documents required for submission.
Staff said five documents are required as part of the application: the loan application itself, a certification of cost-effectiveness based on the city’s preliminary engineering report, an affidavit documenting public participation, meeting minutes from the public hearing and a certification regarding lobbying. Staff noted that these materials will be included with the application and that reviewers will allow a minimum 30-day review period for any omitted items to be corrected.
During the discussion, staff referenced a figure for the original application (3,614,120) and described internal scheduling and signature logistics. Staff also said conversations with KDHE indicated funds might become available as early as fall, which could allow construction to begin sooner than earlier estimates that pushed funding into January or later. No public speakers addressed the hearing during the open-public-hearing portion.
The motion to authorize the mayor to sign all loan-related documents was made, seconded and approved; the transcript records affirmative responses in roll call and no nays were recorded.
Next steps: staff will finalize the application packet, obtain required signatures and submit the materials to KDHE; the city will report back on the loan submission status and any grant/loan timelines.
