The Jackson City Council on Aug. 19 authorized the issuance of a request for proposals to award grants funded by opioid settlement proceeds for substance use disorder treatment and transitional housing.
City staff said the city receives settlement tranches over time and must spend funds on allowable uses listed in a master agreement and exhibit. Staff reported a recent $68,000 tranche and said awards could be made from periodic receipts over as many as 15 years. The council discussed making awards for one-year or two-year program periods for transitional housing and whether an RFP should include multi-year funding requirements; staff said they would amend the RFP timeline and terms as necessary.
Council members asked about performance metrics and reporting. Staff said outcomes for substance use disorder programs are individualized and that the city’s review would focus on access and documented service delivery; awardees would be required to report at the end of the grant period. Council members also discussed forming a review committee to assist with applications if many proposals arrive. The item passed unanimously.
