City planning staff walked council through a proposed change in concept plan for a ~0.698‑acre site on the south side of Burlington Pike, approximately 235 feet west of the Ewing Boulevard intersection. The proposal would allow Country Cabins (outdoor display sales of sheds, cabins and related inventory), a seasonal flower shop and temporary retail uses while preserving the previously approved 2021 CarPlex concept plan as a fallback if the tenant does not renew.
Mister Morgan described the permitted inventory (structures ranging from 8×10 up to 14×40), accessory products (playground sets, polywood furniture, fire pits, plants and gardening accessories) and site layout: a loop driveway intended to accommodate deliveries, a right‑in/right‑out access point, and proposed landscape buffering on Kentucky 18 and side property lines. The Boone County Planning Commission voted unanimously to recommend approval consistent with the 2040 future land use map, and the Planning & Zoning committee drafted additional conditions for council consideration.
Key proposed conditions detail signage and display limits: replacing an existing freestanding sign with a monument sign conforming to O‑2 sign regulations only while Country Cabins or the flower shop occupy the site; limiting outside display items and size (no display structure to exceed 16×40 and most displays capped at 8 ft height); prohibiting garage doors on primary facades; requiring dumpster enclosures constructed of brick or textured concrete block with solid gates; and prohibiting visible heavy equipment (forklifts, bobcats) when not in use. The packet also clarifies that some displays will be permitted only in rear display areas and that any future changes to sign conditions must return to council through the change‑in‑concept process.
Council members raised operational concerns during caucus: no fencing is proposed (a table/row of displays forms a visual barrier), congestion and truck/trailer turning radii near the adjacent truck stop, and how deliveries would be handled given a condition prohibiting deliveries on Burlington Pike. Planning staff pointed to the loop driveway and an area that must be kept free for deliveries if the application is approved. Council discussion will continue at the formal agenda meeting.
