Airport Authority adopts fee changes; Utilities Authority authorizes $306,000 engineering plan for ODOT bridge work

The council paused its city meeting to allow the Durant Airport Authority to meet and consider an amended airport fee schedule. Dennis Godfrey, identified in the meeting as the airport director, told trustees the updated schedule amends fees for transient aircraft (FBO fees), ramp/oversized parking and hangar rents; it also adds a rent past-due fee for future hangar lease agreements while grandfathering current leases. The Airport Authority recorded a roll-call approval of the proposed fee changes (Resolution 2025-14).
After adjourning the airport authority, the council convened the Durant City Utilities Authority. Mister Hightower (utilities staff) described an ODOT bridge project planned for 2027 that requires relocation and encasement of a water line and a sewer line on West Arkansas Street because a future pier would interfere with the existing utilities. Hightower said engineering plans and relocation work were estimated at $306,000. The Utilities Authority authorized Wall Engineering to advance plans and further develop the project so it can be budgeted and bid; the authorization was approved by roll-call vote.
Both authorities then adjourned and the city council reconvened to approve the city resolution adopting the airport fee changes consistent with the airport authority’s action.
Dennis Godfrey emphasized that the airport advisory board had reviewed the fee schedule and found it acceptable; Godfrey said the changes support efforts to make the airport more self-sufficient under state and federal grant assurances. Hightower said the relocation plan will allow ODOT’s bridge peer and road alignment work to proceed while keeping utilities consolidated and meeting DEQ encasement standards. No contract award or project bid was executed during the meeting; the authorization was to proceed with engineering and planning work so the project can be budgeted and bid in advance of the 2027 ODOT schedule.
